MISSION
The United Nations Children Fund (UNICEF) is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their
basic needs and to expand their opportunities to reach their full potential. UNICEF is a non partisan UNICEF is non-partisan and its cooperation is free of discrimination.
In everything it does, the most disadvantaged children and the countries in greatest need have priority.
MEET THE UNIVERSAL OBJECTIVES FOR THE CHILD
Guided by the Convention on the Rights of the Child, UNICEF strives to establish children's rights as enduring ethical principles and international standards of behaviour towards children. UNICEF insists that the survival, protection and development of children are universal development imperatives that are integral to human progress. The activities of UNICEF help the international community to achieve the Millennium Development Goals (MDG) and the vision of peace and social development as enshrined in the Charter of the United Nations.
PARTNERSHIP
UNICEF mobilises political will and material resources to helpcountries, particularly developing countries, ensure a "first call for children" and to build their capacity to form appropriate policies and deliver services for children and their families. UNICEF is
committed to ensuring special protection for the most disadvantaged children – victims of war, disasters, extreme poverty, all forms of violence and exploitation and those with disabilities. In collaboration with the United Nations Agencies and Humanitarian
Agencies, UNICEF develops interventions to protect the rights of the children in emergencies.
OPERATIONS TOOL
The Programme of Cooperation. UNICEF aims, through its country programmes, to promote the equal rights of women and girls and to support their full participation in the political, social and economic development of their communities.
The programme of cooperation between Rwanda and UNICEF 2001- 2006 seeks to promote the respect of the rights of the child and the woman through universal access to quality social services. In the framework of the Vision 2020 and the Poverty Reduction Strategy (PRS), the programme seeks to contribute to achieving the following expected results towards the end of 2006:
• Infant, child and maternal morbidity and mortality reduced to 25%;
• Universal access to quality basic education ensured to all children, particularly for girls;
• The children, including children with special needs, are protected against exploitation, abuse and violence;
• Enhanced Child Participation, particularly at the level of the community.
The activities of the programme concentrate, at national level and in the Provinces of Gisenyi and Kigali Ngali, on child and maternal health, nutrition, access to potable water and appropriate hygiene, the fight against HIV/AIDS, including the prevention of the mother to child transmission of HIV/AIDS, access to primary education, the child protection and the social planning and rights advocacy.
STRATEGIES
To reach the expected results, the programme is based on five main strategies: capacity development and partnership, service delivery, advocacy for the rights of the child,
community participation and management excellence.
